Bostonians needed!!!(or ppl tat live near boston)?

okay, there are these signs ALL OVER boston whenever i go to the city. i see a lot of them in Chinatown on abandoned buildings. it's a picture of a white face with black outlines. it looks pretty sinister. who is it supposed to be?! the boston strangler?! i have no clue please help<3
