How can i obtain children's services records...?

The issue is, the mother is custodial parent, children's services was called on her the other day. children's services wont give the records to the father because he isnt custodial parent. We were told to do discovery, everyother county in ohio will provide them to us except for Franklin County, what other ways can we go about obtaining the childrens services records for the fathers emergency custody case
