How was the PATRIOT ACT used in stopping the attempted September 2009 terrorist attack in Dallas?

In late September 2009, Hosam Maher Smadi attempted to ignite a bomb in a vehicle in the garage beneath a 60 story office building in Dallas. The FBI supplied him with the decoy device and were able to apprehend him, but was the PATRIOT ACT utilized and does it continue to be an effective or ineffective tool against terrorism?
