Can they issue a warrant for his arrest even if he was already incarcerated @the time ?

my husband is in jail in texas in one county on a motion to revoke. because he went to jail in another county for child support. while in jail on for probation he had court in the other county for child support again but could not go because he was in jail they put a warrent on him can they do that? and if so how long will he have to wait to go back to court for child support? because last time he went to jail for not going to court for child support he had to wait for 3 mths in jail will that be the same case now?
